Technology Ready Does Not Always Mean Product Ready

Technology Readiness Levels provide a structured way to assess the maturity of a technology.

But technology maturity is only one dimension of overall product readiness.

A technology may demonstrate the criteria for a high TRL while important questions remain around design robustness, integration, verification, manufacturability, interfaces, or other engineering risks.

Fortitron provides independent TRL assessments grounded in engineering evidence, while also helping teams understand the readiness considerations that extend beyond the TRL itself.

The objective is not simply to assign a level. It is to understand what the available evidence actually supports and what still needs to be demonstrated.

Where TRL Assessments Can Fall Short

TRLs are valuable when they are supported by clear criteria and objective evidence. Problems arise when too much is inferred from the level or when the evidence behind it is incomplete.

Common challenges include:

  • A TRL is claimed without sufficient objective evidence that all applicable criteria have been met.
  • Demonstration conditions do not adequately represent the intended relevant or operational environment.
  • Subsystem maturity is used to imply readiness at a higher level of integration.
  • Technology maturity is interpreted as overall engineering or product readiness.
  • A previously established TRL is carried forward even though the technology, design, interfaces, or intended application have changed.

A strong TRL assessment should make both the demonstrated maturity and the remaining gaps visible.

What a TRL Assessment Includes

We evaluate more than the number. We examine the engineering evidence supporting it.

TRL Criteria Assessment

The technology is evaluated against the applicable Technology Readiness Level definitions and criteria. The assessment identifies which criteria are supported by available evidence and where additional evidence or maturation activity may be required.

Evidence Review

We review available test results, demonstrations, analyses, design documentation, requirements, environment definitions, previous assessments, and other relevant technical information. The objective is to establish a traceable basis for the readiness position.

Environment Assessment

Demonstration and test environments are reviewed against the conditions relevant to the intended application. We evaluate whether the evidence adequately represents the environmental and operational factors necessary to support the claimed maturity level.

Integration Considerations

Where technology maturity has been demonstrated at a component or subsystem level, we examine the assumptions, interfaces, and dependencies associated with integration into the larger system. Technology maturity at one level of integration should not automatically be interpreted as maturity of the complete system.

Gap Analysis

Where the available evidence does not support the target readiness level, we identify the gaps that need to be addressed. This provides the engineering team with a clearer understanding of what remains to be demonstrated.

Technology Maturation Planning

Where appropriate, identified gaps are translated into practical maturation activities, including the evidence required to demonstrate progress toward the target TRL.

Engineering Readiness Considerations

We also identify significant engineering considerations that may fall outside the traditional TRL assessment, including design risk, robustness, integration, verification, and manufacturing readiness. This helps prevent technology maturity from being mistaken for overall product readiness.

  1. Scope and Objectives

    We begin by understanding the technology, its intended application, current claimed TRL, target TRL, program stage, and the decision or milestone the assessment needs to support.

  2. Evidence Review

    Available test and demonstration results, analyses, requirements, design documentation, environment definitions, previous assessments, and other relevant technical evidence are reviewed.

    The evidence is mapped against the applicable readiness criteria.

  3. TRL Assessment

    We conduct a structured evaluation of the technology against the applicable TRL definitions and supporting evidence.

    Where appropriate, discussions are held with engineering, test, systems, manufacturing, and program personnel to clarify evidence, assumptions, and outstanding questions.

  4. Gap and Engineering Readiness Review

    Where gaps exist between the demonstrated and target maturity levels, they are identified and documented.

    We also examine relevant engineering considerations beyond the TRL itself, including integration, design risk, robustness, verification, and manufacturing readiness.

  5. Maturation Plan and Readout

    Where additional maturation is required, we help define the actions and evidence needed to progress toward the target readiness level.

    The engagement concludes with a working readout covering the assessed TRL, supporting evidence, identified gaps, engineering considerations, and recommended next steps.

    Optional support is available to help close identified gaps and prepare for subsequent readiness reviews.

TRL Assessment Within FERF™

What is a Technology Readiness Level?

A Technology Readiness Level (TRL) is a structured scale used to describe the maturity of a technology, progressing from early scientific or technical principles through demonstration and eventual operational use. The commonly used framework contains nine levels, from TRL 1 through TRL 9.

A TRL should be supported by objective evidence demonstrating that the applicable criteria for that level have been met.

Why is a TRL not enough on its own?

TRLs assess technology maturity. They do not, by themselves, establish that the complete product or system is ready for development, production, or operational use.

Questions may still remain around design robustness, engineering risk, integration, verification, manufacturability, interfaces, suppliers, and production capability. That distinction is one of the reasons Fortitron developed FERF™.

How does TRL assessment relate to FERF™?

FERF™ is the Fortitron Engineering Readiness Framework, which integrates Technology Readiness, Engineering Assurance, and Manufacturing Readiness throughout product development.

TRL provides an important measure of technology maturity. FERF™ places that maturity within the broader engineering and manufacturing context needed to understand overall readiness.

Can you support a Technology Readiness Review?

Yes. Fortitron can provide an independent assessment of the technology's readiness position, review the supporting engineering evidence, identify gaps, and help prepare the technical evidence package for a Technology Readiness Review.

What counts as a relevant environment?

A relevant environment is one that adequately represents the conditions necessary to demonstrate the technology at the applicable readiness level.

What constitutes a relevant environment depends on the technology and its intended application and may include factors such as temperature, vibration, loads, power quality, duty cycle, interfaces, contamination, pressure, electromagnetic conditions, or other operational influences. The key question is whether the demonstration conditions provide meaningful evidence for the environment in which the technology is expected to operate.

Can a subsystem TRL be claimed for the whole system?

Not automatically. A component or subsystem may demonstrate a particular level of technology maturity, but integration into a larger system can introduce additional interfaces, dependencies, operating conditions, and failure modes.

System-level readiness should therefore be supported by evidence appropriate to the system and its level of integration rather than inferred solely from the maturity of its individual components.

What if our technology does not meet the target TRL?

That does not necessarily mean the program has failed. The assessment identifies the specific gaps between the demonstrated maturity and the target level. Those gaps can then be translated into focused maturation activities and the evidence needed to demonstrate progress.

The objective is to establish an accurate readiness position and a practical path forward.

Can you assess a TRL before an upcoming program milestone?

Yes. An independent assessment before a major milestone or formal Technology Readiness Review can help identify evidence gaps, unresolved assumptions, and maturation needs while there is still time to address them.
