Manufacturing Readiness Levels provide a structured way to assess whether the manufacturing system is mature enough to support the needs of the program.
The important distinction is between expected capability and demonstrated capability.
A process may exist. Tooling may be installed. Suppliers may be selected. Work instructions may be released. But those conditions alone do not demonstrate that the product can be produced consistently at the required quality, cost, and rate.

Where Manufacturing Readiness Can Fall Short
Manufacturing capability develops over time, and gaps can remain hidden when readiness is evaluated primarily against plans, schedules, or completed activities.

- Capability inferred from a limited number of prototype builds that may not represent production conditions.
- Process maturity judged primarily by whether documentation exists rather than whether the process has been demonstrated.

What an MRL Assessment Includes
We evaluate the evidence behind the readiness position, not simply the claimed level.
MRL Criteria Assessment
The manufacturing system is evaluated against the applicable Manufacturing Readiness Level criteria for the level the program is targeting. The assessment identifies which criteria are supported by available evidence and where additional maturation or demonstration may be required.
Manufacturing Evidence Review
We review available build history, process documentation, capability data, Control Plans, PFMEAs, quality data, tooling status, supplier information, cost data, workforce readiness, and other relevant manufacturing evidence. The objective is to distinguish what has been demonstrated from what is planned or assumed.
Process Capability
Available process capability and production data are reviewed to determine whether they provide representative evidence of the manufacturing process. Where data are limited or not yet representative, those limitations are identified.
Tooling and Facilities Readiness
Tooling, equipment, facilities, and supporting infrastructure are considered against the manufacturing requirements of the program, including expected production rate where applicable. Installation alone does not necessarily establish production readiness.
Supply Chain Readiness
Critical suppliers, materials, processes, lead times, capacity, and dependencies are considered where they materially affect manufacturing readiness. The objective is to identify supply chain assumptions that could constrain production or rate capability.
PFMEA and Control Plan Alignment
Where process risk is a significant factor in readiness, available PFMEAs and Control Plans are reviewed for alignment with the actual manufacturing process and available evidence.
Workforce Readiness
Where relevant, training, staffing, operator proficiency, specialized skills, and other workforce considerations are evaluated as elements of manufacturing capability.
Gap Analysis and Closure Planning
Where the available evidence does not support the target MRL, the gaps are identified and prioritized. Where appropriate, those gaps are translated into practical actions and the evidence required to demonstrate closure.

- Scope and Objectives
We begin by understanding the product, manufacturing system, current and target MRL, production plans, upcoming decisions, and areas of concern.

Where appropriate, discussions are held with manufacturing, quality, supply chain, design engineering, operations, and other relevant personnel to clarify evidence, assumptions, and outstanding questions.
- Gap and Closure Planning
Where gaps exist between demonstrated capability and the target MRL, they are identified and prioritized.
Where appropriate, closure actions include recommended ownership, required evidence, and considerations for sequencing the work.
- Readout and Optional Reassessment
The engagement concludes with a working readout covering the assessed readiness position, supporting evidence, significant gaps, and recommended next steps.
Where appropriate, Fortitron can return after closure activities have been completed to reassess the evidence and determine whether the identified readiness gaps have been addressed.
MRL Assessment Within FERF™
Manufacturing readiness should not begin when the design is finished. Within the Fortitron Engineering Readiness Framework (FERF™), manufacturing readiness develops alongside Technology Readiness and Engineering Assurance throughout product development.

What is a Manufacturing Readiness Level?
A Manufacturing Readiness Level (MRL) is a structured measure used to assess the maturity of the manufacturing capability needed to produce a technology, component, system, or product. MRLs progress from early manufacturing concepts through increasingly mature production capability.
The assessment considers multiple aspects of manufacturing readiness and should be supported by evidence appropriate to the level being claimed.
How do MRLs relate to TRLs?
Technology Readiness Levels (TRLs) assess the maturity of a technology. Manufacturing Readiness Levels (MRLs) assess the maturity of the manufacturing capability required to produce it.
A technology can be technically mature while significant manufacturing challenges remain. Likewise, manufacturing decisions can influence the technology and design as they mature. Within FERF™, the two are evaluated alongside Engineering Assurance so that technology, product, and manufacturing readiness remain connected.
Does our customer have to require an MRL assessment?
No. An MRL assessment can be valuable even when it is not contractually required because it provides a structured way to distinguish demonstrated manufacturing capability from planned or expected capability.
It can be particularly useful before major production commitments, rate increases, supplier decisions, or program milestones.
Can you assess readiness for a Low Rate Initial Production decision?
Yes. A Low Rate Initial Production (LRIP) decision is an important point for evaluating whether the manufacturing system has demonstrated sufficient maturity for the next stage of production.
An independent assessment can help identify gaps between prototype or development-build capability and the capability needed to support repeatable production.
What if the assessment indicates a lower MRL than expected?
The purpose of the assessment is to establish the readiness position supported by the available evidence. If gaps prevent the target MRL from being supported, we identify those gaps and help define the actions and evidence needed to address them.
Finding a readiness gap before a major production decision provides the program an opportunity to address it before it becomes a production problem.
When should manufacturing readiness assessment begin?
Manufacturing readiness should begin well before production. Early assessment allows manufacturability, tooling, supplier capability, process risk, workforce, cost, and production considerations to influence engineering decisions while changes are still practical.
The assessment should then evolve as the product and manufacturing system mature.
How does PFMEA relate to MRL?
PFMEA provides a structured method for identifying and reducing risks within the manufacturing and assembly process. MRL takes a broader view of manufacturing readiness, including areas such as process capability, tooling, facilities, suppliers, quality, cost, workforce, and production maturity.
Where process risk limits manufacturing readiness, PFMEA can provide the focused analysis needed to understand and reduce that risk.
Can you assess only part of our manufacturing system?
Yes. An assessment can be scoped around a complete manufacturing system, a particular subsystem, production process, supplier, technology, or area of concern.
For larger programs, a phased assessment may be appropriate so the areas of greatest readiness risk can be evaluated first.
