TRLs Don't Guarantee Mission Success

Technology Readiness Levels alone do not guarantee mission success — Fortitron Engineering Readiness Framework

Technology Readiness Levels (TRLs) have become the industry standard for measuring technology maturity. They answer an important question:

Is the technology mature enough?

But that's only part of the story.

Technology readiness alone doesn't answer several equally important engineering questions:

  • Can the design be manufactured consistently? (We'll discuss Manufacturing Readiness Levels (MRLs) in a future article.)
  • Has the design been challenged from every critical engineering perspective?
  • Have the highest engineering risks been identified and mitigated?
  • Is the product robust enough to perform reliably in real-world operating conditions?

These questions often determine whether a program succeeds or struggles.

Unfortunately, engineering assurance is frequently treated as a separate activity that follows technology development. By the time detailed engineering risk assessments begin, many of the most influential design decisions have already been made. The result can be redesigns, manufacturing challenges, schedule delays, and unnecessary program cost.
